General liability is not mandated by California state law for most businesses — but it is required by most commercial leases, client contracts, government contracts, and professional licenses (including CSLB contractor licenses). Without it, you cannot legally occupy most commercial spaces or win most contracts. Additionally, any business with customers or third parties on premises has real financial exposure from bodily injury and property damage claims that can easily exceed $100,000 or more.

General liability does not cover: (1) Employee injuries — those are covered by workers' compensation; (2) Professional errors or mistakes — those require Errors & Omissions (E&O) insurance; (3) Your own business property damage — that requires commercial property insurance; (4) Employment practices claims like wrongful termination — those require EPLI; (5) Auto accidents involving business vehicles — those require commercial auto insurance. A Business Owners Policy (BOP) bundles general liability insurance with commercial property insurance into one policy — typically at a lower combined cost than purchasing both separately.
